A sample of a Bear with Blanket, model number AAZ420000WM (61A351) was submitted with your inquiry. The toy bear is constructed of a plush fabric outside and stuffing on the inside. A textile ribbon and one stitch on each paw of the bear holds the blanket securely between the bear’s arms until it is removed by the consumer after purchase. The blanket is made from 100% polyester knit pile fleece fabric. Due to the independent nature of the bear and the blanket they will be classified separately. The samples are being returned as requested. The applicable subheading for the plush bear portion of the product will be 9503.00.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof…Other.” The rate of duty will be free. The applicable subheading for the blanket portion of the product will be 6301.40.0020, HTSUS, which provides for “Blankets and traveling rugs: Blankets (other than electric blankets) and traveling rugs, of synthetic fibers…Other.” The rate of duty will be 8.5 % ad valorem. Duty rates are provided for your convenience and are subject to change.
