General Rule of Interpretation (GRI) 3(b) of the Harmonized Tariff Schedule of the United States (HTSUS) provides, in relevant part, that composite goods which cannot be classified by 3(a) shall be classified as if they consisted of the material or component which gives them their essential character, which may be determined by the nature of the material or component, its bulk, quantity, weight or value, or by the role of a constituent material in relation to the use of the article. From the information you provided, the power strip with switch and power cord greatly exceeds the plastic organizer in value and necessity.

Dear Ms. Reeder: In your letter dated July 9, 2009, you requested a tariff classification ruling on behalf of your client, Jasco Products Company. The merchandise under consideration is described as Item 14776, 6-Outlet Charging Station. A representative sample was submitted with your ruling request and will be returned to you.
