One Ashley Way Arcadia, WI 54612 RE: The tariff classification of an arm bolt from China. Dear Ms. Stankey: In your letter dated June 24, 2009, you requested a tariff classification ruling. You refer to item number 74914 as a Flip Flop Arm Bolt. You state that it is constructed of steel and acrylonitrile butadiene styrene (ABS) plastic. The steel shank of this fastener is fully threaded and has a diameter greater than 6mm. The item is used to fasten the arm to the frame of a sofa by turning the ABS plastic head. The applicable subheading for the Flip Flop Arm Bolt will be 7318.15.8085, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other screws and bolts, whether or not with their nuts or washers: other: having shanks or threads with a diameter of 6 mm or more: other: other: other.
