The item in question is a boot dryer designed to keep shoes dry and warm. The boot dryer is plugged into an electric outlet and boots are placed on two rods which will allow for drying. The item contains a heating element without a fan. The applicable subheading for the boot dryer will be 8516.79.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other electrictrothemic appliances of a kind used for domestic purposes. The rate of duty will be 2.7 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
