Dear Mr. Thompson: In your letter dated January 25, 2008, you requested a tariff classification ruling. You have submitted a sample of the Brush Buddy, a dog brush used for cleaning and massaging dogs or other pets. It removes shedding hair with thousands of flexible bristles. The brush is made of rubber, which is easy to clean and comfortable for pets. The top surface is a cotton towel with pockets for hand placement and easy use. The terry cloth towel quickly dries a wet dog. The applicable subheading for the dog brush will be 9603.90.8050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Brushes…Other, Other”. The rate of duty will be 2.8% ad valorem. Duty rates are provided for your convenience and are subject to change.
