Dear Ms. Cooper: In your letter dated January 18, 2008 on behalf of Smiffys, you requested a classification ruling. The sample which you submitted is being returned as requested. The submitted sample Style 30333 Ladybug Halter Top is part of a mix and match fancy dress costume line. The garment resembles a corset top and is made of woven 100% polyester fabric. The front center has a V shaped inset of knit velvet fabric. The garment has halter straps with lace trim and ribbon at the ends of the straps. The halter top also features a ribbon lace elastic back and lace trim with a bow at the front. The costume is well made with finished waistband and edges, sturdy seams and embellishments.
