Dear Ms. Ganley: In your letter dated December 11, 2007, you requested a tariff classification ruling. The samples which you submitted are being retained by this office. You have described the items as carbon steel square nuts. They are used to fasten a screw that supports a motor and/or pump to a base. The part numbers and sizes are as follows: 951-1645 ¼ -20 UNC-2B ¼” thick 951-1647 3/8-16 UNC-2B 3/8” thick 951-1666 ½-13 UNC-2B ½” thick 951-1731 ¼ -20 UNC-2B ½” thick 951-1735 5/8 -11 UNC-2B ½” thick 951-1736 ¾-10 UNC-2B ½” thick The applicable subheading for the above referenced carbon steel square nuts will be 7318.16.0085, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: nuts: other: other. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. In addition to classification, you inquired as to whether these carbon steel nuts are on the J-list of articles excepted from individual country of origin marking found within Section 134.33, Customs Regulations (19 CFR 134.33). “Bolts, nuts, and washers” are included on the J-list. Accordingly, the nuts are excepted from individual country of origin marking, however, pursuant to 19 CFR 134.33, the outermost container in which a "J-list" article reaches the ultimate purchaser is required to be marked to indicate the country of origin of its contents. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
