Bells are excluded from classification as festive articles by operation of Chapter 95, Note 1(l), Harmonized Tariff Schedule of the United States (HTSUS).

The merchandise under consideration is described as a “Limited Edition Christmas Bell,” style number 256647. It is made of silver-plated steel with a lacquer finish. It consists of a bell depicting the words “It’s A Wonderful Life, 2007,” a star that stands on top of the bell, and a 17-inch long satin ribbon that is looped through an opening in the star. It measures 3-1/2 inches high by 2-1/2 inches in diameter. Each bell is packed in a cardboard box measuring 3-7/8 inches high by 3-1/4 inches wide by 3-1/8 inches deep. The rate of duty will be 5.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
