Dear Mr. Ryu: In your letter dated July 6 2007 you requested a classification ruling. As requested, your sample is being returned to you. The submitted sample, style 7323-1570, is a woman’s cardigan that is constructed from 80% cotton and 20% polyester knit fabric. The outer surface of the fabric measures more than nine stitches per two centimeters in the direction that the stitches were formed. The garment extends to below the waist. The cardigan features a drawstring hood, long sleeves with loose fitting ribbed cuffs, a full front zippered opening, a South Pole embroidery appliqué is found on the lower left front panel, and a loose fitting ribbed bottom.
