Charleston, SC 29418 RE: The tariff classification of an automobile trunk liner from Germany Dear Ms. Waits: In your letter dated May 18, 2007, received by this office on June 26, 2007 you requested a classification ruling on behalf of Duramotive Gmbh. The instant samples are trunk liners. They are made from 100 percent polyamide yarns that are tufted into a needle felt base fabric. The trunk liner is cut to size and shape and will be used to cover the floor and sides of the trunk of a car. The applicable subheading for the trunk liner will be 5703.20.2010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for carpets and other textile floor coverings, tufted, whether or not made up: of nylon or other polyamides: hand-hooked, that is, in which the tufts were inserted by hand or by means of a hand tool. The duty rate will be 5.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The trunk liner falls within textile category 666. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes.
