Textile fibers not exceeding 5 mm in length are considered to be flock for tariff purposes.

You submitted samples of four chopped fibers. All are said to be 100% polyvinyl acetate, sometimes referred to as PVA or vinylon. It is considered a synthetic textile fiber for tariff purposes. The four styles are as follows: VPW101 x 3 (1.1 decitex, 3mm); VPB053 x 3 (0.55 decitex, 3mm); VN30200 x 0 (0.33 decitex, 2mm); SPG056 x 11 (0.6 decitex, 3mm).
