In accordance with General Rule of Interpretation 3 (c) When goods cannot be classified by reference 3(a) or 3(b), they shall be classified under the heading which occurs last in numerical order among those which equally merit consideration. Dear Ms. Purcell: In your letter dated June 14, 2007, you requested a classification ruling. The sample will be returned to you. The submitted sample, Style A15163 is a Ladies Reversible Jacket. One side of the jacket is made of 100% woven rayon fabric coated with a compact polyurethane plastic material on outer surface that completely obscures the underlying fabric.
