The sample submitted consists of 12- inch and 14- inch bicycles. Each bicycle consists of two plastic wheels, two training wheels, and a plastic basket with foam on the handlebars. The bicycle’s purpose is to teach children how to ride a two- wheeled bicycle. The applicable subheading for the12 inch and 14 inch bicycles will be 9503.00.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other toys; reduced-size ("scale") models and similar recreational models, working or not; puzzles of all kinds; parts and accessories thereof: Other: Other. The rate of duty will be Free. Duty rates are provided for your convenience and are subject to change.
