Dear Ms. Gauthier: In your letter dated February 1, 2007 you requested a classification ruling on behalf of CVS Pharmacy. The instant sample, identified as Item 417353 blanket/throw, is a blanket. The blanket is made from 100 percent polyester fleece fabric. It measures 50 x 60 inches and has rounded corners. The edges of the blanket are finished with an overlock stitch. The applicable subheading for Item 417353 will be 6301.40.0020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for blankets and traveling rugs: blankets (other than electric blankets) traveling rugs, of synthetic fibers… other. The duty rate will be 8.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The blanket falls within textile category 666. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries.
