The merchandise is a wheeled cart made primarily of base metal. It has a deck measuring 48 inches wide by 96 inches long by 13 inches high, four 8-inch castors, a U-shaped push handle, and a hook for pulling. Your letter states that the cart is used within a warehouse to move merchandise by hand or by a forklift between a dock door and the warehouse racks. The applicable subheading for the cart will be 8716.80.5090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for trailers and semi-trailers; other vehicles, not mechanically propelled; and parts thereof, other vehicles, other, other, other. The rate of duty will be 3.2 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
