The sample you submitted is described as a “Key Luggage Lock.” It is a small, Transportation Security Administration (TSA)-accepted padlock designed for use on luggage. The shackle and key ring are made of steel. The lock body, pins, springs, cylinder and keys are made of brass. The housing that covers the lock body is made of plastic. The applicable subheading for the padlock will be 8301.10.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for padlocks and locks (key, combination or electrically operated, of base metal…padlocks, of cylinder or pin tumbler construction, not over 3.8 cm in width. The rate of duty will be 6.1 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
