Dear Ms. Fragomeli: In your letter dated September 11, 2006, you requested a tariff classification ruling. You submitted a representative sample of style 6809925 (Soccer Hound). The costume is largely of knit polyester man-made fiber construction and contains a hat which appears to be woven. The costume is designed to be fitted over the torso and head area of one’s dog. The name in brackets above depicts the particular theme of the respective costume. The applicable subheading for the costume will be 4201.00.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for saddlery and harness for any animal (including traces, leads, knee pads, muzzles, saddle bags, dog coats and the like), of any material: other. The rate of duty will be 2.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
