Ellsworth Innov8 Partners 4300 Spyres Way Modesto, CA 95356 RE: The tariff classification of a harness from China Dear Mr. Ellsworth: In your letter dated December 5, 2019, you requested a tariff classification ruling. A sample was submitted. It will be returned to you under separate cover. Style 75024, referred to as a steer hornwrap, is a harness worn by cattle during the sport of team roping. It is constructed of man-made textile materials. The applicable subheading for the harness will be 4201.00.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for saddlery and harness for any animal (including traces, leads, knee pads, muzzles, saddle cloths, saddle bags, dog coats and the like), of any material: other. The rate of duty will be 2.8 percent ad valorem. Pursuant to U.S. Note 20 to Subchapter III, Chapter 99, HTSUS, products of China classified under subheading 4201.00.6000, HTSUS, unless specifically excluded, are subject to an additional 25 percent ad valorem rate of duty. At the time of importation, you must report the Chapter 99 subheading, i.e., 9903.88.03, in addition to subheading 4201.00.6000, HTSUS, listed above. The HTSUS is subject to periodic amendment so you should exercise reasonable care in monitoring the status of goods covered by the Note cited above and the applicable Chapter 99 subheading.
