HTS codes: 9018.31.0080

Product description

Per the sample, it is packaged sterile, for single use. It is labeled as a Catheter Tray – Item 100127. It contains a “1200cc Tray, Underpad, Fenestrated Drape, Pair Gloves, Lubricant, PVP Swabsticks, 3/pk and a 30cc Prefilled Syringe with Sterile Water.” It differs from your Item 100128 only in the type of swabs included. From the instructions printed on the piston syringe is used to force the sterile water it contains into a catheter to inflate it, presumably a balloon catheter. The sterile water is not used as a medicament or as a mixing base for a medicament.

CBP rationale

The applicable subheading for the Catheter Tray will be 9018.31.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Syringes, with or without needles, and parts and accessories thereof - non-hypodermic syringes.
