Dear Mr. McCullough: In your letter dated August 15, 2006, which was a follow-up to an earlier inquiry where we requested additional information, you requested a tariff classification ruling. This letter is on behalf of International Outsourcing Inc., Cheshire, CT. Four representative samples were submitted which were identified as styles 358A, 358B, 026A and 026B, respectively. All four materials are of nonwoven construction, are composed of 100 percent polyester man-made fibers (filament), and weigh between 30 – 45 g/m². These four fabrics will be imported as roll goods to be used in certain industrial applications. One application that you specifically mention, is that the materials will be cut to shape and size and placed on the rails of ladders, which will lend support to the surface and finish of such ladders.
