Dear Mr. Fladager: In your letter dated May 23, 2006, on behalf of Spin Master, Inc., you requested a tariff classification ruling. You submitted a sample of a Bella dancerella( “Cheerleader Studio” identified as item number 35147, which is being returned upon your request. The toy set consists of a step-by-step plastic mat, a pair of pom poms, a plastic pink baton and a 30 minute “cheer-along” DVD that are packaged together in an illustrated cardboard box.
