Dear Mr. Kindler : In your letter dated April 20, 2006, you requested a classification ruling. Style 1930Y is a child’s lined mitten constructed with a 75% polyester 25% cotton woven fabric outershell. The mitten features a partially elasticized wrist, “Xeman( by Kinco(” printed across the backside knuckle area, and a woven fabric trimmed bottom. The applicable subheading for Style 1930Y will be 6216.00.5420, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Gloves, mitten and mitts: other: of man-made fibers: other: without fourchettes . . . other. The duty rate will be 20.7 cents per kilogram plus 10.4 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
