The submitted sample will be returned to you as requested. Style FNMR15 is a woman’s blouse constructed from 100 percent cotton woven fabric. The blouse extends to the hips and features a V-neckline, an empire waist, shoulder straps that measure 3 ½ inches wide, a side zipper opening and a lining. The garment is embellished with beading. You have suggested classifying this garment under subheading 6211.42.0056, HTSUS, which provides for other blouses such as sleeveless tank styles. Although this garment is sleeveless, it lacks the silhouette of a tank style garment. In addition, the garment has sufficient shoulder coverage to be considered a blouse in the more specific heading of 6206.
