Dear Mr. Roddy: In your letter dated December 16, 2005, you requested a tariff classification ruling. You submitted a cut sample, of what appears to be pickered and garneted stock (rags), which were needle punched to form a felt. Your correspondence indicates that this felt weighs 42 grams per square foot and measures about 6 mm in thickness. While not specifically mentioned in your correspondence, we presume that these felts are composed predominately of man-made fibers. These felts have application as a sound inhibitor and padding material in automotive interiors. The applicable subheading for this felt, which we presume will be imported as roll goods, will be 5602.10.9090, Harmonized Tariff Schedule of the United States (HTS), which provides for needleloom felt and stitch-bonded fiber fabrics, … not laminated. The general rate of duty will be 10.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
