Pike The Pike Law Firm, P.C. 246 Sycamore Street, Suite 215 Decatur, GA 30030-3434 RE: The tariff classification of three needleloom felt materials for various dust filtration applications, from China Dear Mr. Pike: In your letter dated May 7, 2013, on behalf of Southern Felt Company, Inc., you requested a tariff classification ruling. Three representative samples were submitted. The samples were not identified by either a style name or number. They were designated as “polyester needlefelt”, “aramid needlefelt” and “PPS needlefelt”. All three materials were stated to consist of needleloom felts produced from various man-made staple fibers. The three samples of felt were each manufactured from a different staple fiber (aramid, polyester or polyphenylene sulfide (PPS)). Your letter states that no other forms of bonding were employed in the manufacturing process and no lamination was performed. These felts will be imported in rolls having widths of 80 inches and lengths varying from 100 to 120 yards. After their importation into the United States, you state these felt materials will be further fabricated into finished articles for various dust filtration applications. The applicable subheading for all three felt materials will be 5602.10.9090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Felt, whether or not impregnated, coated, covered or laminated: Needleloom felt and stitch-bonded fiber fabrics: Other Other. The general rate of duty will be 10.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
