Dear Mrs. Spurgeon: In your letter dated May 12, 2005, on behalf of your client Granite Industries Inc., you requested a tariff classification ruling. Included with your letter were samples of two types of scaffolding rollers. Your samples are being returned as requested. The items to be imported are scaffolding rollers. One roller is manufactured with a steel shaft and plastic wheel and plastic hub. The other roller is manufactured with a steel shaft, steel hub and rubber wheel. The rollers will be imported both alone and also with the complete unassembled steel scaffolding.
