Product description

The submitted sample and accompanying literature indicates that this monitor is a touch screen monitor for the Touch Tunes Digital Jukebox “Rhapsody.” The touch screen provides an easy way for the user to view and select the desired music from a vast library of songs. The sample features a metal frame with the LCD and necessary electronics. The monitor features an analog input video format with a Mini D-Sub 15-Pin female connector. Two additional printed circuit assemblies (PCA) are mounted on the back of the metal frame and feature several switches and connectors. In your letter you suggest classification under either heading 8522 Harmonized Tariff Schedule of the United States (HTS), which is for parts and accessories solely for sound reproducing apparatus or under heading 9013 HTS, which is for liquid crystal displays and other optical appliances. However, this office believes that the OTL15J monitor is integral to the control and operation of the Touch Tunes Digital Jukebox. The OTL15J touch screen LCDs function as control panels. They incorporate PCAs, and multiple switches and connectors of heading 8536 HTS. The LCD touch screen, whose principal use is for the electric control of the jukebox, is properly classified under heading 8537.
