The submitted sample is identified as a “Hook-A-Rug.” It is a kit that includes a color-coded mat, a package of man-made staple fiber yarns, each piece approximately 3¼”, a latch hook tool, a safe plastic needle, a hanging rod, and a ribbon. A design is printed on a 12” square of leno weave fabric. You indicate the purpose of this set is to make wall hangings. The applicable subheading for the man-made staple fiber yarns will be 6308.00.0020, Harmonized Tariff Schedule of the United States (HTS), which provides for needlecraft sets consisting of woven fabric and yarn, whether or not with accessories, for making up into rugs, tapestries, embroidered tablecloths or napkins, or similar textile articles, put up in packings for retail sale, other. The rate of duty will be 11.4 percent ad valorem. You suggest that the rug-hooking kit is classifiable under HTS 9503.70.0000, HTS, which provides for other toys, put up in sets; however, subheading 6308.00.0020, HTS, is more specific and better describes the item. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
