Dear Ms. Troicuk: In your letter dated April 16, 1999, you requested a tariff classification ruling. The submitted photograph depicts a needlecraft set. It consists of a rectangular piece of woven Aida cloth with unfinished edges, lengths of cotton embroidery yarn in various colors, an embroidery needle and printed instructions on copy paper. The various components of the set will be manufactured in a variety of countries. The rectangular piece of fabric and needle are produced in the United States, the embroidery yarns are manufactured in France, the printed instructions are produced in Canada. The set is packaged for retail sales in a clear plastic bag. The rate of duty will be 12.2 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
