Dear Sachs: In your letter dated September 20, 2004 you requested a classification ruling. The samples will be returned to you as requested. Two samples of hand warmers were submitted with your request. Style 36-400-BLK is composed of woven 100% cotton fabric with a fleece lining, interior pocket for a disposable hand warmer and an adjustable webbed belt with a plastic clasp. This item will also be imported in styles 36-400-BRN, 36-400-HW, 36-400-HWG, 36-400-BLZ, 36-400-MO and 36-400-AT which is identical to 36-400-BLK with the only difference being color. Style 36-401, camouflage pattern is composed of woven 100% polyester fabric with a fleece lining, interior pocket for a disposable hand warmer and an adjustable webbed belt with a plastic clasp. The textile category designation is 659. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa.
