Each item is manufactured of 100% polyester man-made fiber textile material. You have stated that the items will be marketed and sold as a set to travelers so that they can sleep while traveling. However, for classification purposes the items are not considered to be a set. Each item will be separately classified. Your samples are being returned as requested.

Dear Mr. Norman: In your undated letter, received in this office September 29, 2004, on behalf of Debbee Inc., you requested a classification ruling. The sample submitted is identified as a “Flip N ZZZ”. No style number was submitted. The item consists of 5 pieces, which includes a zippered tote bag measuring approximately 19” x 12” x 7”, sleeping mask, knit blanket and a padded pillow in a drawstring storage bag. Each item is manufactured of 100% polyester man-made fiber textile material. You have stated that the items will be marketed and sold as a set to travelers so that they can sleep while traveling. The duty rate will be 7 percent ad valorem. The applicable subheading for the blanket will be 6301.40.0020, HTS, which provides for blankets (other than electric blankets) and traveling rugs of synthetic fibers… other. The duty rate will be 8.5 percent ad valorem. The applicable subheading for the pillow will be 9404.90.2000, HTS, which provides for mattress supports; articles of bedding and similar furnishing (for example, mattresses, quilts, eiderdowns, cushions, pouffes and pillows) fitted with springs or stuffed or internally fitted with any material or of cellular rubber or plastics, whether or not covered: other: pillows, cushions and similar furnishings: other. The duty rate will be 6 percent ad valorem. The tote bag falls within textile category designation 670. The blanket falls within textile category designation 666. Based upon international textile trade agreements products of China are not currently subject to quota and the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
