Product description

The merchandise under consideration consists of five printed circuit boards (PCBs), Part Numbers 611-20119-8, 611-20119-10, 611-20117-1, B32621-T41 and B32621-T-40. Part Numbers 611-20119-8, 611-20119-10 and 611-20117-1 are printed circuit boards used to drive a stepper motor and a thermal print head in a two inch thermal printer. The stepper motor powers the feeding of the paper through the printer. From the literature provided with your ruling request, the three PCBs are used in the GSI Lumonics XE-50 stepper motor and print head. The XE-50 is a 50mm thermal printer designed for easy integration into a host instrument to help reduce development cost and time-to-market. Part Numbers B32621-T41 and B32621-T-40 are printed circuit boards used as a line driver in a linear optical encoder. These PCBs convert an analog sine wave into digital sine waves. The GSI Lumonics DRC Encoders are optical encoders used in precision measurement and control systems with a variety of uses.

CBP rationale

The applicable subheading for the PCB Part Numbers 611-20119-8, 611-20119-10 and 611-20117-1 will be 8537.10.9070, Harmonized Tariff Schedule of the United States (HTS), which provides for “Boards, panels, consoles, desks, cabinets and other bases…for electric control or the distribution of electricity. The applicable subheading for the PCB Part Numbers B32621-T41 and B32621-T-40 will be 8543.89.9695, Harmonized Tariff Schedule of the United States (HTS), which provides for “Electrical machines and apparatus, having individual functions, not specified or included elsewhere in this chapter/ parts thereof: Other: Other: Other: Other: Other.
