Dear Ms. Peiffer: In your letter dated July 23, 2004, on behalf of Trend Finders, you requested a tariff classification ruling. You submitted a sample of a “Die Cast Construction Toy Set” identified as item number 201927. The toy set consists of a die cast cement truck, helicopter, convertible car, truck, jeep, and 2 plastic road signs packaged together in a cardboard box with a window display. One road sign is marked with an “X” and the word “DANGER.” The other road sign has the printed words “ENTRANCE RAMP TO FREEWAY.” The vehicles range in height from ¼” to 1” and in length from 2” to 3-1/2”, with wheels that allow the vehicles to roll on a flat surface.
