Dear Mr. Ellefson: In your letter dated May 14, 2004, you requested a classification ruling. You have submitted two samples. The first sample is identified as style number 1123. The artificial flower is made of 90 percent cotton and 10 percent polyester woven fabric. A metal hair clip is glued to the back of the flower for the purpose of attaching the flower to clothing or to place it in the hair. The artificial flower is attached to a display card. The second sample is identified as style number 1124. The artificial flower is composed of leather and plastic.
