Goods classifiable under GRI 3 (b) are classified as if they consisted of the material or component which gives them their essential character, which may be determined by the nature of the material or component, its bulk, quantity, weight or value, or by the role of a constituent material in relation to the use of the article. This office considers the Wrist Band-It to be a set with the essential character imparted by the toy portion of the set. The entire set will be classified in Chapter 95 of the HTS, in accordance with GRI 3 (b), as stuffed toys representing animals or non-human creatures.

Dear Mr. Howland: In your letter dated November 6, 2003, you requested a tariff classification ruling, on behalf of Mary Meyer corp., your client. You are requesting the tariff classification on an item that is described as a Wrist Band-It.
