Dear Ms. Price: In your letter dated September 12, 2003, you requested a tariff classification ruling. You submitted a sample of a “Play ‘N Pretty Beauty Jewelry Set” identified as item number 22168. The toy set consists of 1 pink plastic comb decorated with glitter, 1 pink plastic ring decorated with glitter, 2 green plastic hair clips decorated with glitter, 1 necklace with a ladybug pendant, and 1 round mirror that measures approximately 3 inches in diameter. All of the articles are packaged together in a hanging plastic bag.
