Dear Ms. Scoggan: In your letter dated March 17, 2003, on behalf of your client Hobby Lobby, you requested a classification ruling. You have submitted two samples of Christmas picks. The first sample is identified as item number CP22. It is composed of wire stems that have been covered with brown paper. The pick is designed with artificial pine branches that are made of plastic, a natural pine cone, green holly leaves made of polyester woven fabric, and plastic gold colored berries made of styrofoam.
