Atlanta, GA 30305 RE: The tariff classification of horse equipment from Australia. Dear Mr./Ms. Russell: In your letter dated March 11, 2003 you requested a tariff classification ruling. The submitted photo copy diagram is that of horse rope headstalls used to protect horses necks. 1- Knotted Rope Horse Headstall constructed from 6 millimeter or 8 millimeter double braided polyester rope. 2- Spliced Rope Horse Headstall constructed from 6 millimeter or 8 millimeter double braided polyester rope. 3-Knotted Rope Horse Headstall constructed from 6 millimeter polypropylene braided rope. The applicable subheading for the horse rope headstalls will be 4201.00.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for “Saddlery and harness…of any material, Other.” The rate of duty will be 2.8% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
