Dear Ms. Price: In your letter dated February 28, 2003, you requested a tariff classification ruling. The submitted sample, Item #21880, identified in your ruling request as a Play N Pretty Mini Train Case Set and on its hangtag as a Play N Pretty Beauty Wear Hair Set, consists of 1 lipstick, 1 yellow flower-shaped hair clip decorated with glitter, 1 heart-shaped container with rouge, 1 flower-shaped container with rouge, 2 plastic flower-shaped rings, 1 bottle of nail polish, 1 toe separator, 1 heart-shaped mirror, and 6 vibrant colored hair ties decorated with glitter.
