Dear Ms. Emrick: In your letter dated December 3, 2002, you requested a tariff classification ruling for a coin purse. The sample submitted is identified as a “Pacifier Holder”. The item is a zippered purse similar to a coin purse. The purse is designed to be worn on the person by means of a clip-on. It is manufactured with an exterior surface of man-made fiber textile material. It measures approximately 3 ½” in diameter and it is secured by means of a textile zippered closure. Your sample is being returned as requested. The applicable subheading for the coin purse will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 18.1 percent ad valorem. The rate of duty for such goods effective January 1, 2003 will be 17.8 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
