The entire front of the vest and approximately the top third of the back is a woven fabric of 55 % cotton and 45% polyester fabric. The balance of the back is nylon and makes up a zippered game bag. The vest features a full frontal opening with a zippered closure and two bellow pockets at the waist with snap closures. There is a chest pocket and elastic shell holders on both sides of the chest. The shoulders are quilted.

Dear Mr. Pellegrini: In your letter dated October 18, 2002, on behalf of Paris Asia, Ltd., you requested a classification ruling. As requested, the samples will be returned to you. You have submitted two samples. Style 14534401 is a man’s hunting vest composed of a knit mesh fabric of 100 percent polyester. The knit mesh makes up more than 60 percent of the visible surface of the garment. The vest also features 100% polyester woven fabric forming two quilted panels at the shoulders and the trim outlining the garment. The duty rate will be 15.1 percent ad valorem. The applicable subheading for Styles 14534801, 14534802, 14534803, 14534804, 14534807 and 14534809 will be 6211.32.0070, Harmonized Tariff Schedule of the United States (HTS), which provides for track suits . . . other garments, men’s or boys’: of cotton, vests. The duty rate will be 8.2 percent ad valorem. Style 14534401falls within textile category designation 659. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa.
