The sample submitted, identified as C-77020B, is a toiletry bag with an exterior constructed of 100 percent PVC sheeting. It measures approximately 9”W x 6”H x 3 ¼”D. The bag has a three sided zipper enclosure that runs over its top and both sides. The item’s interior is lined with fabric. A lined open pocket extends across the entire length of one side of the bag. The applicable subheading for the toiletry bag will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
