Dear Ms. Wierbicki: In your letter dated June 24, 2002, you requested a tariff classification ruling, on behalf of Avon products, Inc., your client. You are requesting the tariff classification on merchandise that is comprised of separately sold accessories for a “Fiber Optic Gazebo” (# PP239337). The accessories for the gazebo are designated as # PP246793. The accessories range in size from approximately two to three inches in height. The accessories consist of the following: miniature figurines of Christmas carolers, two miniature fir trees covered with artificial snow, as well as a bag of artificial snow for sprinkling over the items once they are arranged as part of a festive Christmas holiday display.
