Dear Mr. Simpson: In your letter dated April 16, 2002, you requested a tariff classification ruling. You are requesting the tariff classification on an exercise bicycle stand assembly that consists of a stand assembly and hub. The stand assembly and hub will be assembled before importation, creating the final product called the “Chaindriver”. The hub is constructed of an aluminum alloy with a hollow axle and a lever-operated quick release mechanism. A sample of the stand assembly and hub were not provided with the ruling request. The product will be classified in Chapter 95 of the HTSUSA as parts of exercise equipment. The applicable subheading for the exercise bicycle stand assembly and hub will be 9506.91.0030, Harmonized Tariff Schedule of the United States (HTS), which provides for “Other: Article and equipment for general physical exercise, gymnastics or athletics; parts and accessories thereof…Other.” The rate of duty will be 4.6 % ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
