Box 90008 Los Angeles, CA 90009-0008 RE: The tariff classification of luggage locks from China Dear Mr. Mauna: In your letter dated March 5, 2002, on behalf of Emrad Ltd., you requested a tariff classification ruling. The merchandise is three base metal locks that will be used to secure luggage zippers (48824-9, 48825-9, and 48826-9). Two of the locks are padlocks with three numerical code dials. Item number 48824-9 is red and measures 5.9 cm. long by 2.2 cm. wide. Item number 48825-9 is black and measures 6.4 cm. long by 2.2 cm wide. The third lock, item number 48826-9, is a padlock with two keys. It measures 3.8 cm. long by 2.2 cm. wide. The applicable subheading for the three luggage locks will be 8301.10.2000, Harmonized Tariff Schedule of the United States (HTS), which provides padlocks, not of cylinder or pin tumbler construction, not over 3.8 cm in width. The rate of duty will be 2.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
