Dear Ms. Miller: In your letter dated February 4, 2002, you requested a classification ruling. The submitted sample is identified as a shelf sitting Santa. Your letter states that this Santa will be available in two styles. One Santa is holding a Jester and the other Santa is playing a violin. Santa’s clothes are made of polyester, lurex and spandex fabric. Santa is not dressed in his traditional red and white suit with his matching hat.
