Dear Ms. Dorfman: In your letter dated September 4, 2001 and received in this office on December 7, 2001, on behalf of your client LTD Commodities Incorporated, you requested a tariff classification ruling. You have submitted three samples of items you call textile flags. They are identified as code SNT, Santa, code RND, Reindeer and code MAN, Snowman. Santa holds a sign that says, “Holiday Hugs To All”, the Reindeer’s sign says, “Merry Christmas”, and the Snowman’s sign says, “Snowman Land”.
