Dear Mr. Hoffacker: In your letter, dated May 16, 2001, you requested a classification ruling on behalf of your client, Consolidated Stores, Inc., Columbus, OH. You have submitted a color photograph of a glass Christmas wreath, item HG1140. The components are pieces of stained glass (in the shapes and colors of green leaves and red berries), and they are enclosed in a metal frame. The glass wreath is comprised of two concentric circles: the green glass leaves form the outer ring and the red glass berries form the inner ring.
