Dear Mr. Cioffi: In your letter dated May 14th, 2001, you requested a ruling on behalf of Lamrite West on tariff classification. The samples submitted with your request are travel bags. Both bags are made of sheeting of plastic. Item #1962-71 consists of a single compartment that is secured by a drawstring closure and flap with hook and loop closure. Two adjustable straps are permanently attached to the rear exterior of the bag and enable use as a backpack. Item #1962-72 consists of a single compartment that is secured by a full-width zippered closure. Two carry handles are permanently attached to the top exterior. The applicable subheading for these products will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bags…other. The general rate of duty will be 20 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
