In a press release dated November 8, 2000, your client indicated that it planned to file an NDA (New Drug Application) with the FDA for marketing approval in the U.S. in mid-2001. You further indicate that Lercanidipine Hydrochloride will be imported by your client in bulk and tablet forms (5 mg, 10 mg, and 20 mg tablets). Pursuant to the General Notice entitled Guidance Concerning the Tariff Classification of Pharmaceutical Products Imported for Clinical Research (see Customs Bulletin and Decisions, Vol. 34, No. 21, May 24, 2000),
